: (1) Even if their hospitals were not in operation before the commencement of this Act, educational institutions that have conducted educational programs must bring the hospitals into operation in accordance with the standards set by the Ministry of Health and Population within two years of the commencement of this Act.
(2) If the educational institutions which are in operation at the time of commencement of this Act or which are in the process of being established and operating have not completed the infrastructure and standards to be maintained according to this Act, they shall maintain such infrastructure and standards within two years from the date of commencement of this Act.
